INRIA's General Management is made up of:
INRIA's Executive Committee is composed of the managers from each of these departments.
The General Management has created missions that are placed under the responsibility of task managers:
For any missions related to coordinating research, planning new initiatives and leading scientific projects in their specialist areas, or to transverse missions related to INRIA’s activities at a national or international level, deputy scientific directors report to one of the functional scientific directors.
For any mission focussing on activities or partnerships that are of strategic importance to the Institute, scientific advisors report to one of the functional scientific directors, or to the general management.
INRIA's HQ comprises the General Management and the Missions for which they are responsible as well as all functional departments and their services.
An HQ Administration Department reports to the General Management and is placed under the responsibility of a specified manager.
The responsibilities of each department are described below.
The General Management structure is made up of a Chairman and CEO, a Deputy Managing Director and two Delegate Generals: the Chief Executive Officer for Science and Technology and the Chief Executive Officer for Resources and Service Administration.
The role of the Chairman and CEO is pursuant to Decree No. 85-831 dated 2 August 1985 (revised) that sets out the general organisation of the Institute.
The Deputy Managing Director assists the Chairman and CEO with the execution of all his responsibilities. In particular, he coordinates relations with supervisory ministries and institutional partnerships with research bodies, businesses and local authorities. He also manages training through research programmes and relations with higher education establishments. He is authorized to represent INRIA in all activities pertaining to external relations.
The Chief Executive Officer for Science and Technology assists the Chairman and CEO in overseeing activities in the fields of research, technological development and innovation-driven technology transfers. He is in charge of the recruitment policy within his sphere of responsibility. He presides over the Scientific and Technological Orientation Council, he assesses the work of the Evaluation Committee, and he prepares and monitors meetings held by the Scientific Board. He defines the policy for strategic industrial partners and supervises its subsequent implementation. He coordinates the philosophy and actions of the Institute as regards its scientific and professional code of ethics. Part of his role requires him to represent INRIA during its work with scientific and industrial partners and organisations in France and abroad.
The Chief Executive Officer for Resources and Service Administration assists the Chairman and CEO with the organisation and operation of research support services and with the management of all resources available to the Institute. To this end, he coordinates the budget and accounting system and sets out the Institute's human resource policy and its computing, technical and real estate infrastructure policy. He is also responsible for the information system development policy. He undertakes the Board of Directors secretariat. He coordinates the preparatory work and follow-up of the joint technical committee and of consensus-building forums on a national level. He is in charge of the recruitment policy within his sphere of responsibility. He is called upon to represent INRIA, particularly at supervisory ministries, for any questions relevant to the Institute's organisation and management.

Research Centre Directors organise and run their particular centre using the financial, human and material resources available, within the limits of the responsibilities with which they are delegated. They are responsible for implementing INRIA's internal policies in each research unit and must supervise and instigate the Institute's partnerships on a local and regional level. Assisted by their centre's Project Committee - and in direct contact with the General Management - they define and set out their research centre's scientific policy.

Reporting to the General Management and working particularly closely with the Chief Executive Officer for Science and Technology, the Director of the Research Department organises and coordinates prospective scientific investigations, encourages the emergence of new avenues of research, supervises all processes for the creation, monitoring, development and closeout phase of each research project-team and conducts activities at a national level. He also promotes cooperation between different research project-teams. He coordinates the activities of the Project Committee chairmen. He implements the scientific partnership policy with regards to research and higher education establishments in the Information and Communication Science and Technology sector. He participates in the implementation of the Institute's policy on training through research and supervises all aspects of technical information management (access rights, recording and distribution).To carry out these responsibilities, he is supported by the Scientific and Technological Orientation Council and by the department in charge of scientific and technical information. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management and working particularly closely to the Chief Executive Officer for Science and Technology, the Director of the Technological Development Department conducts analysis of economic and social demands in sectors requiring information and communication technologies. He supervises all software and technological development activities. In particular, he coordinates the network of development and experimentation service managers and actions conducted in the context of technological platforms. He manages the creation, monitoring, development and closeout phases for each development project and coordinates R&D activities on a national level. He implements the partnership policy with R&D players in the field of software and technology development in both the public and private sectors. To fulfil these responsibilities, he is supported by the Scientific and Technological Orientation Council. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management and working particularly closely to the Delegate General for Innovation Research and Technology Transfers, the Director of the Technology Transfer and Innovation Department is in charge of raising awareness of technological advances to strengthen the socio-economic impact of the Institute. He conducts monitoring activities, promotes the Institute’s technological offer, supervises all activities related to transfers, development and intellectual property. He also oversees the creation of start-ups. He coordinates the network of industrial relations managers. He implements the partnership policy with regards to socio-economic players, in particular in the context of strategic industrial partnerships. He coordinates relations with INRIA-Transfert. To exercise these roles, he is given particular support from the department in charge of Intellectual Assets Management and Transfers. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management and working particularly closely with the Chief Executive Officer for Science and Technology, the Director of the European Partnerships Department drives and coordinates institutional, scientific and industrial relations developed by the Institute with joint institutions from the European Union, with European Partners - particular EU member states - or developed as part of inter-regional, particularly cross-border, initiatives. He supervises the Institute's activities conducted as part of European research programmes. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management and working particularly closely to the Chief Executive Officer for Science and Technology, the Director of the International Relations Department drives and coordinates the Institute's international activities (scientific and industrial), in conjunction with initiatives from the supervisory ministries and ministries in charge of foreign affairs and international cooperation. He prepares and monitors agreements between INRIA and its scientific partners abroad. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.

Reporting to the General Management and working particularly closely with the Chief Executive Officer for Resources and Service Administration, the Director of the Human Resources Department is involved in setting out and implementing the Institute's personnel policy. He ensures that there is a correct balance between the Institute's requirements and resources in terms of personnel and organises the management of permanent and temporary staff employed in the Institute. He coordinates activities related to employment management planning, recruitment, career development, training, professional mobility and social action. He coordinates internal communication and training on the regulations and procedures for all personnel. He is involved in advisory bodies and ensures they run smoothly. He assists the Chairman in coordinating community contacts. He also coordinates the network that brings together all heads of department from HR in each research centre and at HQ and informs all directors and heads of department from HR in each research centre of all information related to the implementation of the Institute's personnel policy. He works in a managerial capacity for the project assistance service network found in each research centre. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management and working particularly closely with the Chief Executive Officer for Resources and Service Administration, the Director of the Administration, Finance and Resource Department supervises and coordinates the administrative operation of the Institute. He ensures that modern management techniques are adopted and implements management control techniques. He also organises the internal communication related to any administrative procedures. He is responsible for the preparation and execution of the revenue and expenditure budgets, the definition and implementation of financial and accounting procedures and monitors contracts, markets and conventions. He acts in an advisory capacity for the Institute, providing expertise and legal monitoring and ensuring that the establishment is properly protected. He coordinates all activities related to health and safety in the Institute. He coordinates the implementation of INRIA's real estate and resource policy. He is involved in advisory bodies and the network that brings together the administrative and financial heads of department from each research centre. He works in a managerial capacity for the corporate service network found in each research centre. He informs the directors and administrative and financial heads of department in each research centre of all initiatives that aim to harmonise, clarify and simplify management methods. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management and working particularly closely with the Chief Executive Officer for Resources and Service Administration, the Director of the Information System, Infrastructure and Computer Services Department is involved in setting out and implementing the Institute's master plan for IT resources, communication networks, IT security and information systems. He coordinates all activities between the IT departments in the Institute's different research centres and is supported by the IT resource coordination committee of which he is the chairman. He runs communication system and network projects on a national level and is responsible for the implementation and development of IT tools for the general advantage of INRIA. He submits and applies the organisation procedure of IT security systems within the Institute. He is responsible for the implementation, execution and development of IT tools used for the various information systems and service management for HQ and the research centres and the Institute's scientific information system. He is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management, the Director of Communications contributes to the definition and implementation of the Institute's communication policy. To this end, she is involved in selecting the main axes of internal and external communication. She is also called upon to distribute the Institute's knowledge and to raise awareness of its activities within the general public. In conjunction with the departments concerned, she encourages the compilation of strategic, technical and administrative content upon which the communication activities will be based. She coordinates communication projects and activities for the various departments and for staff in the research centres concerned and in HQ. She coordinates the network of communication managers in each research centre. She is called upon to represent INRIA to answer any questions related to his sphere of responsibilities.
Reporting to the General Management and working particularly closely with the Chief Executive Officer for Resources and Service Administration, the Director of the HQ Administration Department organises and implements the administrative and logistic support services required to manage resources destined for the General Management and for the functional departments. His role regarding HR management, financial management and administrative and technical support falls within the scope of mandates defined in conjunction with each HQ department.
Reporting the General Management, the Activity Monitoring Mission Task Manager is in charge of gathering, processing and monitoring data and analysis that can be used to elaborate all kinds of indicators useful for driving and assessing INRIA's activities both internally and externally. To ensure trend charts are kept up-to-date and to conduct studies which he must run, he collaborates with each research centre and HQ department and coordinates the activities of those in charge of gathering data there.
Reporting the General Management, the Quality Mission Task Manager is in charge of boosting and coordinating the development of quality initiatives in the Institute, whether in terms of research and software development (process traceability, result reliability, etc.) or administrative quality (initiatives to simplify, compile and distribute procedures, and the associated documentation system).
Reporting the General Management, the Training through Research Task Manager is in charge of monitoring all activities related to training through research conducted in the Institute and pays particular attention to the issues related to the occupational integration of PhD doctors trained at the Institute. He supervises the Institute's relations with doctoral schools.
Reporting to the General Manager, the Security and Defence Civil Servant is the representative of the Senior Defence Civil Servant from the Ministry of National Education, Higher Education and Research and is responsible for the implementation of the advice and measures that fall within the scope of the Senior Defence Civil Servant's responsibilities. He acts in a protective capacity in terms of the protection of scientific and technical assets, IT security, defence issues and public security. The Security and Defence Civil Servant's mission is also to identify and assess the corresponding risks, to offer solutions and to ensure their effective implementation. Part of his mission is to monitor security issues related to international exchanges, information system security and defence measures (clearance for classified information, crisis response plans, etc.).
The five scientific functional departments have been reinforced by the appointment of deputy scientific directors and scientific advisers.
