Coinciding with "Paris
Capitale du Libre", a
day of conferences focusing on free software, the CEA, CNRS and INRIA have announced the issue of the CeCILL-B and CeCILL-C free software
licenses. The initiative comes in response to the growing demand
for free and open source software and highlights the interest of
these Europe's leading research organisations in this collaborative
approach to development.
The CeCILL license (Ce as for CEA, C as for CNRS, I as for INRIA and LL as for the French term for free software) was issued in July 2004 to adapt to French law – in accordance with European law – the principles for the use and distribution of free software set out in the GNU GPL license, the most widely used American license.
CeCILL-B and CeCILL-C have been created to meet different needs in terms of development and use and to promote wide distribution of software products.
CeCILL-B is based on the model of the BSD license and its variants (Apache, X11 or W3C licenses, etc.). The "author" allows its software to be reused with no restrictions other than an obligation to quote sources (documentation, software interface, web site).
CeCILL-C is ideal for the distribution of libraries and software components in general. Anyone distributing an application which includes components under the CeCILL-C license must mention this fact and make any changes to the source code of these components available to the community.
CeCILL, CeCILL-B and CeCILL-C now make up the first coherent family of free software licenses under European law. The three licenses all offer the same legal advantages and share the main body of their text with clauses clearly guaranteeing their compatibility. They have been designed as a new and original instrument, guaranteeing legal efficiency and covering a broad spectrum of requirements. They are intended for free software developers, companies and organisations wishing to use this type of software with the maximum legal security.

INRIA (French National Institute for Research in Computer
Science and Control) is devoted to research in the field
of Information and Communication Science and Technology
(ICST). INRIA employs a workforce of 3,600 people, including
2,800 scientists (INRIA and partner organizations), in six
research units based in seven major geographic regions*.
INRIA has an annual budget of 160 million euros excluding
VAT, 20% of which comes from its own research contracts
and licences.
INRIA develops numerous partnerships with the industry and participates in technological
transfers and the creation of companies (80) in the field of ICST, particularly
through its subsidiary INRIA-Transfert, promoter of four start-up funds.
These international partnerships involve receiving and recruiting foreign
students, as well as important exchanges between researchers. Priority is given
to geographic areas with strong economic potential such as Europe, Asia and North
America, whilst maintaining a low level of activity with South America, Africa
and the Middle East.
